The highest field of military art is strategy. It explores the large-scale problems of armed struggle, the solution of which, ultimately, determines victory in the outbreak of war. Operational art occupies an intermediate position between strategy and tactics and plays a connecting role between them.Tactics, as a field of military art, is subordinate to operational art and strategy and follows from them. In short, strategy is the art of warfare, and tactics is the art of fighting. Compared with strategy and operational art, tactics are more mobile and sensitive to all changes in the material basis of warfare, in people and military equipment. It is people and military equipment that have a direct impact on the means and methods of combat. Tactics does not provide ready-made recipes; it develops only the main, most important provisions and rules, following which the commander makes an independent decision corresponding to the specific conditions of the combat situation, showing creative initiative.
